Shouldn't be something super hard to build, and just with a junkyard boat motor for a power source too. It's just an assembly of pistons fixed to hinged steel framed legs. If you do your calculations right on the legs (and that'd be pretty easy) one would be easy to put together that walked and turned with access to a good welder. The hardest part would be making the legs go down until they sensed pressure for moving up slopes. But would be a fun project if you had some dough to waste.

This song is pretty brutal to listen to, and it's only partly because of Newman's repeated use of the n-word. In fact, it harshly puts down both North and South. I grew up in the North in that era and recall how we looked down upon the South. Yet in the North, while racism wasn't official policy, it was lurking near the surface with "block-busting" realtors, unofficial segregation, lily-white schools in the suburbs, etc. Newman is painfully dead-on in this song.
