Maybe we just have different ideas as to what should qualify as higher cognition. To use your own analogy, wings do not guarantee flight, light bones, feathers, proper weight to lift ratio are also critical and vital for flight. A creature with wings can not possibly hope to fly without these conditions being met. Also in keeping with this analogy my point about the limbic system was that it is a critical evolutionary step for higher cognition, just like light bones would be for flight.

Beliefs are not the same as knowing and it is amoral to act as though they are one in the same. For example you can believe something that is not true, but once you know the truth, then that belief no longer applies to the reality we experience, if you hold a belief about something we do not experience you can not verify if your belief is true, and so it is not knowledge. If you act irrationally on a belief then yes, I would say your actions are amoral.

How could you possibly hope to preform higher cognition or advanced reasoning without the hippocampus. The parahippocampal gyrus and dentate gyrus are located in this region and the hippocampus is part of the limbic system. Sorry but without long term memory and the formation of new memory the frontal lobes would be limited in higher cognition, not to mention some other areas of the limbic system that are also required, like the thalamus.
