I would say in most cases a suspension is done by an actual YT Staff member that's behind a computer. There's a lot of evidence that indicates that. However, with a site like YT that has extremely elaborate infrastructure and I could see their systems screwing up and possibly doing certain tasks that isn't supposed to be automated.
