In a sense, presidents are all puppets, they are supposed to act in accordance to the will of the people, but if I interpret this in the way that you mean it, then no, Obama is not a puppet. I think its fairly easy to see that the man believes in an ideal, and wants to work to achieve it. The only true puppet president of our generation was George W. Bush; ignorant and inept.
